Incoming Reciprocal Exchange Application Procedures

Application deadlines are set to allow adequate time to process all required documentation and to return to YOU your USA immigration documentation in order that you have sufficient time to apply for your student visa and make necessary travel arrangements. It is most important that your application is completed accurately and includes all required documentation before you send it to Texas A&M University. It is critical that you carefully follow all directions so as to avoid processing delays.

1.    Fall semester or Academic Year programs:  1 March is the application deadline.  You are strongly advised not to finalize your travel arrangements until you have your J-1 student visa in hand.

        FALL 2008 Program

--Expected date of arrival: 17 August 2008.

--Required orientation for international exchange students:  18-19 August 2008. 

--First day of classes:  Monday, 25 August 2008.

--Final semester exams:  5, 8-10 December 2008.

2.    Spring semester programs:  15 September is the application deadline.  You are strongly advised not to finalize your travel arrangements until you have your J-1 student visa in hand.

        Spring 2009 Program:

--Expected date of arrival:  11 January 2009. 

--Required orientations for international exchange students: 12-13 January 2009. 

--First day of classes:  Tuesday, 20 January 2009.

--Final semester exams:  8, 11-13 May 2009.

STEP 1: Reciprocal Exchange Application

--The first step of the application process is to complete the Texas A&M Reciprocal Exchange Application. Please download and complete this document which includes a checklist/cover page for the entire application packet (Steps 1 through 6) and a statement about your intended period of study.   Please use the checklist to help you make sure that you have all of the documents necessary.

--Please print the completed application and forward with the other required documentation listed below.

--Do not forget to add the following documentation to the application packet: your most recent academic transcript (an official list of the courses you have taken at your home institution which includes when you took them and what grade you earned) and a TOEFL/TOEIC report, if available.

--Before the completed application is mailed, please remove all pages which are purely informational, such as the list of majors, the insurance requirements, sample documents, etc.

STEP 2: Academic Transcripts

·         1. For both undergraduate and graduate level students, an official academic transcript must be submitted with initial application.

·      2. For undergraduate students, a second updated official academic transcript must be submitted upon arrival showing completion of must recent coursework to ensure proper placement in courses while at Texas A&M University.

Step 3: Immunization Record & Report of Medical History

A.         The tuberculosis (TB) skin test is required of international students coming to Texas A&M University from most countries.  Click here to find out if you are required to have a tuberculosis (TB) skin test.  For students who must have the TB test, please follow these guidelines.

·          The results of the test must be dated within the last twelve months before your arrival at Texas A&M University.

·          If you take the TB skin test before you get to Texas A&M, the results MUST be recorded in the form of a NUMBER. The University will NOT ACCEPT results which say “nil” or “negative,” etc.   

·          Please request that your health care professional who completes the form to write the date in the form of month/day/year and make sure that person signs the form.

If you wish, you can have the TB test administered at Texas A&M University after your arrival, however, the TB test and/or chest X-ray will be at the expense of the student.  However, waiting on the TB test can delay your registration for classes as registration blocks cannot be removed until the TB test requirement is satisfied.

If you do not send TB test results before your arrival, you will be required to take the TB test after arrival if you are coming from a country requiring the test.

B.         It is highly recommended that you complete both the Report of Medical History and the Immunization Record to provide Texas A&M University Student Health Services a record of your medical history in case of an emergency and for some reason you are unable to communicate any drug allergies or other important medical history that would facilitate your immediate treatment. (These documents are in PDF format; if you are unable to download the documents in this format, please contact Ben Petty.)  While the forms are not required, it is highly recommended that you complete the forms and forward them along with your application for admission.

Step 4: Immigration Information Questionnaire

The next step of the application process is to complete the Immigration Information Questionnaire and make a copy of the pages in your passport which have your photo, your personal information (such as birth date, full name, signature, etc.) and your passport number to include with your application. If you have multiple citizenship, please only send copies of the passport which you will use while on your exchange program at Texas A&M. Your application is not complete unless you include this form and copies of these pages from your passport.

Please download the Immigration Information Questionnaire below. All reciprocal exchange students are “Non-Degree Students.” Send the completed, signed and dated Questionnaire along with the necessary copies of your passport with your application materials to the appropriate program coordinator.

Step 5: Certification of Finances

Next, you will need to complete the financial paperwork which is used by Texas A&M to issue you a DS-2019 document, the Certificate of Eligibility. The DS-2019 is the document you will use to obtain a J-1 student visa for your study exchange in the U.S. Once you receive your DS-2019, you will be responsible for organizing your own visa through the U.S. Embassy or Consulate which serves your area.

In order for the University to issue this document, you must provide evidence that you have sufficient funds available to support yourself during your stay.

a) You need to complete the correct version of the Declaration & Certification of Finances form below. The estimated expenses listed on the Declaration & Certification of Finances form are expressed per semester. If you are planning to stay at Texas A&M for an academic year (two semesters), please note the amount listed on the form.

2008-2009 UNDERGRADUATE STUDENT Declaration & Certification of Finances - If you will attend A&M as an undergraduate student during a semester or year-long program during the 2007-2008 academic year, please complete this form.

                        AND

b) The Declaration & Certification of Finances form requires supporting documentation as evidence to make it valid. You must complete ONE (1) of the following:

-Confirmation of Financial Resources (FOR J-1 Reciprocal Educational Exchange Students) form with the signature of a bank official and a bank stamp.

-If your bank is more comfortable writing a letter to confirm that you have sufficient funds to support yourself while at Texas A&M, then you can use the following example to help with that. The bank letter can be used INSTEAD of the "Confirmation of Financial Resources" form above. In that case, the letter must be on official bank letterhead, signed and certified with either an official stamp or seal. Please do not have the bank fill in the “sample” bank letter. This is only an example of language, format and content.

Please send the original documents with all original signatures and stamps with your application, as these are required to complete your paperwork. Photocopies or faxed copies will not be accepted. Bank statements, average account balances, salary confirmation and bank account histories are not sufficient and will not fulfill the documentation requirement for the certification of finances. Please simply follow the directions above and send the documents as requested in "a" and "b" to complete the requirements.

PLEASE NOTE:
There are multiple versions of the Declaration and Certification of Finances form. Please make sure you complete the correct form for your particular level and program of study as the amounts required differ. If you are unsure which applies to you, please contact your exchange advisor at your home institution or Ben Petty.

Bank statements, salary confirmation, average account balances and bank account histories are not sufficient and do not fulfill the documentation requirement for the certification of finances.

Step 6: Health Insurance Requirements

The U.S. Government and the University have very strict guidelines concerning health insurance for international students. As a J-1 student visa holder, you will will required to show proof that you have coverage which satisfies the requirement. If you do not adequately fulfill the insurance requirements, you will be blocked from registering for your classes.

The simplest way to meet the insurance requirement is to purchase health insurance from  Texas A&M.  This can be done after you arrive in College Station.

Please download the Insurance Requirements document which tells you exactly what the insurance requirements are and how you can satisfy them. Then complete the form which states how you plan to fulfill the insurance requirement. Please write your name on this form.

Comparison of Texas A&M Health Insurance Programs

If you are planning to show proof of your own insurance policy, you will need to send ALL of the following additional documents with your application:

a) You will need to have your insurance agency send you a letter indicating that you have adequate insurance coverage to satisfy the University's requirements. We have provided a Sample Insurance Verification Letter to help you complete this requirement. Please have your insurance company recreate this letter exactly as it appears in the sample document. The letter from your insurance company must be on company letterhead (stationary). Please DO NOT have the company complete the "sample" letter.

b) The University also requires a copy of the insurance policy in English with the amounts of coverage listed in US dollars.

Step 7: Course Selection

Information about the courses offered at Texas A&M:

See the Undergraduate or Graduate Catalog for course descriptions.  PLEASE NOTE: Undergraduate courses are numbered 499 and lower; graduate courses are numbered 600 and higher. If you come on an exchange as a graduate student, you must take graduate student courses. If you come as an undergraduate, you must take undergraduate courses.

To see what courses will be offered for a specific semester, check for the correct Course Schedule.  The Course Schedule for the fall semester is usually available in April; the Course Schedule for the spring semester is generally published in November.

Please complete the Reciprocal Exchange Course Selection Form available below. This form allows you to indicate the courses and type of courses you are most interested in taking during your exchange.

Please be aware that you are not guaranteed a place in any of the courses you list on the Course Selection Form; therefore, it is a very good idea to have as many courses as possible approved by your academic advisor before you come to Texas A&M.
